Cynthia I. Newbille, Ph.D.

Richmond City Councilmember, Richmond East End 7th Voter District

Cynthia I. Newbille serves as the Council representative for the Richmond City Council’s East End 7th Voter District in Richmond, Virginia. First elected to City Council in 2009, Cynthia is currently serving her fourth term (2021-2024).

As a servant leader, Cynthia has more than 25 years of experience managing and administering local, regional, and national non-profit organizations, and working in local government, academia, and foundations. She has earned a reputation as a dynamic consensus builder and a catalyst for collective community change.

Her career includes such diverse positions as Program Officer and Senior Advisor to the President of the Richmond Memorial Health Foundation; Consultant for the Annie E. Casey Foundation; Chief of Staff to the Richmond City Manager; Associate Director of the VCU Grace E. Harris Leadership Institute; Executive Director of the National Black Women’s Health Project; and Executive Director of the Charles R. Drew University of Medicine and Science Head Start Program.

Cynthia earned a Bachelors and Master’s Degree in Psychology from the State University of New York at Stony Brook, and a Ph.D. in Public Policy and Administration from Virginia Commonwealth University (Concentration: Health Policy-2010). Cynthia also serves on numerous boards and commissions in the City of Richmond and is a founding member of the SisterFund Giving Circle.
